SCECLB62 Rebecca Rumsey
What are your views on the general principles of the Bill and
the need for legislation to deliver the Welsh Government’s
stated policy objective (to make the Senedd a more effective
legislature by ensuring it is broadly representative of the gender
make-up of the population)?
This is a fantastic start to achieving gender
equality within Wales. Every aspect of life is discussed within
government from the economy to education which is why it is so
important we have gender equality so the views of all are
addressed. The only thing I would like to see is a focus on
changing attitudes within Wales so we don’t have to have
these gender quotas by empowering women and feminising the
system.
What are your views on the system of enforcement and potential
sanctions for non-compliance proposed in the Bill?
These sanctions are absolutely fair and the
way that the system is set out will be amazing for the inclusivity
of all women.
Are there any potential barriers to the implementation of the
Bill’s provisions? If so, what are they, and are they
adequately taken into account in the Bill and the accompanying
Explanatory Memorandum and Regulatory Impact Assessment?
I believe they are taken into account within
the bill and Memorandum. It’s good to see such thought out
proposals.
Are any unintended consequences likely to arise from the
Bill?
I would say influence of culture wars with
this piece of legislation first against all women and then if a
transgender woman were to stand the backlash they would get for
it.
What are your views on the Welsh Government’s assessment
of the financial and other impacts of the Bill?
It’s a very thorough assessment of
the financials and other impacts of this legislation and i’m
glad to see how seriously the welsh government is taking this.
What are your views on the balance between the information
contained on the face of the Bill and what is left to subordinate
legislation? Are the powers for Welsh Ministers to make subordinate
legislation appropriate?
I believe they are appropriate and fully
support the work that has been highlighted.
Do you have any views on matters relating to the legislative
competence of the Senedd including compatibility with the European
Convention on Human Rights?
